Nancy, the temporary residence of a king without a kingdom – Stanislas Leszczynski, later to become Duke of Lorraine – is paradoxically the oldest and most typical example of a modern capital where an enlightened monarch proved to be sensitive to the needs of the public. Built between 1752 and 1756 by a brilliant team led by the architect Héré, this was a carefully conceived project that succeeded in creating a capital that not only enhanced the sovereign's prestige but was also functional. Metz (French pronunciation: [mɛs]; German pronunciation: [mɛts]) is a city in the northeast of France located at the confluence of the Moselle and the Seille rivers. Metz is the capital and the prefecture of both the Lorraine region and the Moselle department. Located near the tripoint along the junction of France, Germany, and Luxembourg, the city forms a central place of the European Greater Region and the SaarLorLux euroregion.
Metz has a rich 3,000-year-history, having variously been a Celtic oppidum, an important Gallo-Roman city, the Merovingian capital of the Austrasia kingdom, the birthplace of the Carolingian dynasty, a cradle of the Gregorian chant, and one of the oldest republics of the common era in Europe. The city has been steeped in Romance culture, but has been strongly influenced by Germanic culture due to its location and history. (read further)

This is from Wikipedia : Lorraine (French pronunciation: [lɔʁɛn]; German: Lothringen) is one of the 26 régions of France. The administrative region has two cities of equal importance, Metz and Nancy. Metz is considered to be the official capital since that is where the regional parliament is situated. The region's name is derived from the medieval Lotharingia.
The region consists of four departments: Meurthe-et-Moselle, Meuse, Moselle and Vosges and contains 2,337 communes.
