At the end of the XIX century the building was constructed in the Krestovozdvizheskaya Street, Fishmonger and eminen businessman I.K. Platonov ownend it. The City Duma (Council) was settled on the 1st floor, and the Fishmonger`s was in the ground-floor, where enormous aquariums were installed in the windows with mirror carp, trout and tench swimming in them
